"The building is in the form of a cube, similar to the surrounding houses, which suffers some inflexions in response to its overall dimensions, an inclined trapeziform roof for the Auditorium. In fact, two 15-story towers are planned at a distance of approximately 35 meters away which will fragment the space of the library in two and orient us towards the river and the sea. In the exterior, the roof is covered with zinc, over the first floor with a single layer in dark gray and over the ground floor it is covered with sheet aluminum fixed with fiberglass. In the interior, there are acoustic ceilings, plastered walls and dark-wooden floors in the rooms while the hall and staircase are paved in matte gray and marble. The project also included an access and some exterior spatial arrangements in the area of the new street to the south of the construction. The building was designed to commemorate the works of the Portuguese filmmaker, Manoel de Oliveira.
